Authorities identified multiple infractions, including unauthorised construction work, illegal water diversion, and removal of land and vegetation without proper permits. Despite orders to halt the project, reports indicated that Neymar continued the construction and even hosted a party at the site. He was given 20 days to appeal the fine. It's important to note that Neymar is a Brazilian footballer, not English.
